An Admin invites from the console under Team:
- Invite as Admin — full access to the whole organization.
- Invite as Developer — pick the apps they should have access to (or "all current apps"). They'll be able to work inside just those.
"All current apps" is a snapshot — it grants the apps that exist right now. New apps created later aren't automatically shared, by design.
The invitee gets a link, sets their password, and (if your org requires it) enrolls MFA on first sign-in.
